I was wanting to create a website for my Photography and someone told me that I could use PPC (pay per click) in order to pay for a website. How do you get it?

If you are looking to promote your site using ppc, I would recommend going through facebook and using their ppc program.
Now, if you are talking about having people click on your photos and getting paid?? The only way I know of is through banner ads that are linking to other sites products.

Instead of chasing advertisers, let them chase you—it’s much simpler, and faster.
To do so, apply to Google AdSense at https://www.google.com/adsense/
Google AdSense is the PPC program from which website publishers (like you) earn money for displaying on their pages ads from Google AdWords advertisers. Google gives publishers 68% of what they charge their advertisers.

To that regard, swiftness is not that important compared to compliance
You have to make sure your website conforms to Google AdSense Program Policies and its Terms and Conditions (see links below). A sure thing is that a Googler—i.e., Google employee—will visit your site to check its conformance. So if your site fails, your application will be rejected and a reason specified that could be, but not limited to, one of the following:
—not eligible (e.g., you must be at least 18-year old, website live for at least 6-month)
—inappropriate content (e.g., copyrighted material, profanity, offensive content)
—difficult navigation (e.g., broken links, dynamic content, page under construction)
—sensitive content (e.g., advocacy against any individual, group, or organization)
—unsupported language
